New service group grouper published – still no planning certainty

The InEK has presented the long-awaited service group grouper. However, instead of providing much-needed planning security, the system brings new uncertainties and more bureaucracy. What does this mean for clinics and hospital planning?

The service group grouper published by InEK is intended to play a central role in the hospital reform – however, the new grouper creates more questions than answers. Experts criticize that the system is essentially just an extension of the DRG logic. The mandatory allocation of cases to exactly one service group results that important medical services now fall through the cracks.

"It is therefore not likely that the results of the classification of a hospital's cases into service groups reflect the hospital's actual range of services," warns Reinhard Schaffert, Managing Director of Klinikverbund Hessen.

In addition, essential requirements such as minimum case numbers are still missing, making reliable planning for hospitals and federal states virtually impossible. The result is more bureaucracy, more uncertainty - and still no reliable basis for the future hospital landscape.
